Horns
Average horn length for mature male and female mountain goats is 25 cm (10 inches). The horns are not shed and last a lifetime. The age of a mountain goat can be determined by counting the bands (annulus) at the base of the horns and adding 1-1/2 years – the age the annulus begin to form.

Average is 10"? That seems pretty generous in terms of BC goats, doesn't it?
As for aging, I was going to say 5+, but it makes sense that the annuli may not be evident for the first year or more of growth, so I'd say your guess of 7 is pretty close. Not sure if it would have been turning 7 this spring or already turned 7 this passed spring. I think the former?

Not to worry about the broken horn, a Taxidermist can fix that and a good one will make it look completely natural.
