On the MD, I would have considered it illegal.
As far as I know, we are not allowed to count the brow-tine on an MD, but can on a WT.
However, considering it has double brow tines, both over an inch, than yes, it's legal. (still would like more clarity on it however).
#1, I would not be able to tell until I see a side view of the right side, his right.
#2, appears to be legal but again, need to have a better look on the right antler, his right.
#3. is a bit hazy of a photo, and appears busted off but still legal on his right.
#4, looks illegal an am pretty sure it is busted off on his right, and could be an inch long, but isn't as long as it is "wide", so no in my books.

On the MD I think the regs call it legal. Brow tine is defined as Brow Tine - means the first tine projecting forward or upward in the lower 1/3 of the antler of a moose, caribou, elk or deer. So only one point can be considered the brow tine. That being said I probably wouldn't shoot just because I wouldn't want to meet the wrong CO and have to hire a lawyer to explain to the judge how I didn't do anything wrong yet it still cost me 5 grand in legal fees. As for the moose #1 pretty sure he has a 3rd point on the right side and I'd still wait for him to turn his head to be sure. As for 2, 3, and 4 I'm not sure what the legal position is on broken horns, but if those qualify as legal spike fork bulls what's to stop some less ethical people might just shoot any bull and then break off a horn and call it legal.

It appears that both those elk have 6 points on one side ,,,,1st elk: right side might even have 7; 2nd elk: the left side has 6. Would need very good optics, though, before you decide to pull the trigger or not.
