They just don't care. There are 'other more important' issues that need to be addressed. Things like bailing out their buddies in SNC-Lavalin or legislating the demise of internal combustion engines in all new vehicles in 2040. All these politicians need to be kicked out of office.

The DFO are finished with the Thompson river steelhead, the native chum fishery has killed the run and the DFO will not tackle that particular wall. I believe the count for steelhead last year was around 75 fish, not enough to sustain never mind breathe life into that fishery the are gone forever.

It was the DFO sanctioned COMMERCIAL Chum fishery that did the lion's share of damage to this stock. While FN fisheries did complicate the matter, the largest hit they took as far as removals go was from the commercial sector.

You are however completely accurate in that DFO doesn't care one whit.
