I had a guy/girl park over a mile down the road. He/she let out a gobble call ever minute or so until he reached my spot. All that happened was the birds got smarter and left the area.
Have to disagree with not over-calling. It's likely because they were gobbling.

When I have birds hung up or flocked up, I will use hen calls almost obnoxiously. Usually results in the tom coming in for a closer look and more often than not a dead bird. You can pull them away from the girls without too much trouble. Takes some patience but they will come in.
