Try heat?
touch with Sodering iron, melt loctight off.
possibly try reverse bit if needed, reverse, might just just be ticket
threads in rifle damage? Need Tap?
penetratating oil over night?

carve a channel in existing screw with hack saw, create a channel for a flat head screwdriver, make it fit tight to screwdriver.
Use heat, soldering iron on head of bolt, melt any residual loctight, or adhesive and use screwdriver to torque out.
Once it breaks, it should come easy.

Both Loctite and crazy glue soften with heat. Loctite comes in three strengths and the highest (red) requires heat to remove.
