Hunting Fallow Deer on Sidney Island

I was just reading this news and wondering if we are allowed to hunt Fallow Deers on Sidney Island. Is that island private or crown land? If no, then what is the problem with our government spending tax payer money to hire choppers with professional shooters, instead of letting BC resident to hunt there?

No crown land except the national park, and no hunting in the national park unless you have certain ancestry.
