There is no open season for sheep (of any sort) on the hunter host program in BC. They are still on the list of species non-residents can hunt, but it must be via an outfitter. Show me where it says sheep are eligible game on a hunter host program and I will eat my words.
On another note, to the original poster, region 6 would be your best bet for a really nice goat. They can be had elsewhere, but your chances are much better in 6.

I was also told over the phone there are no hunter hosting for sheep at all in bc.
The only advantage to a light rifle is it's weight, all other advantages go to the heavier rifle..
All he's saying is there is a list of which zones the province will allow Permit to Accompany hunts to take place for goats. Ensure you pick a zone on that list and you will be ok. They just don't give them out for every zone, and specifically not zones where residents are on LEH
Pick a region six spot where there are a pile of goats and you will be good to go. they give you a choice of three units to pick from and some of those region six units are huge and full of goats. Like, can't swing a dead cat without hitting a goat.
