I have always found it gets some of the moose up moving around.
They are very wary of everything.
That being said, you can't shoot a moose if you ain't out there!

There in full blown rut, bulls running in the open slashes to get to cows, enough said!!

Keep the wind in your face, use YOUR nose and keep your eyes open.

We got our Moose today in 5-02C. Wasn't blowing 40, but was 10-15. Walked into wetland, called once, out he walked. Bang, flop.
FWIW, out on the West Coast for Blacktails, we have the best hunting in stormy weather. Lots of noise and movement in the woods freaks them out, so deer are more likely to be out in the open where they can rely on sight to spot predators vs hearing.

At least the wind will cover-up any unnecessary noise you make while walking thru the brush. With the rut being on, giver.
sigh...4 days in and not so much as a cow...calling..walking..sitting..and yes even road hunting. Can't blame the wind the last couple of days...Next to no sign anywhere. Almost like nothing is moving or its occurring all at night maybe because of that huge moon and clear skies. Frustrated...
