These are listed as only requiring a valid FWID. One can get a FWID without CORE completion. However, I cannot submit an LEH application online for my son through his FWID. Anyone dealt with this successfully?

I don't think you can get a FWID# without getting your core.

My understanding is, you must have core completion to enter for youth LEH, in addition to being under 18.

Yes youth must have completed Hunter Safety training in order to creat a FWID. A youth licence does not allow for LEH applications as far as I know.gov.bc. ca/gov/content/sports-culture/recreation/fishing-hunting/hunting/bc-resident-hunting/hunting-credentials
