don't know about the western states but in Alberta the sage grouse is protected due to habitat loss.
Montana might be the same.

I think the limit is 1 in Montana and you need a special Licence/Tag
doesnt matter what kind of bullet it is, as long as it weighs 180 grains its DEADLY, even on ass shots....Todbartell-2009
