Well, the only ones starting to get the book slammed on them is Residents, and that has only started recently, imo.
Here in Canada, we are ridiculous when it comes to enforcement and punishment.
But what do you expect, set up Casino's here and don't bother with a money laundering squad at the same time.
Like it wasn't going to happen.
The examples of lack of punishment is spread all over thru out the country.

He could very much be listening to the advice from Moutcha or Nootka Marine Adventures's processing facilities advice which cam up last year on Sportfishing BC forum. They were telling people that as long as you have your possession limit fish processed at a licensed facility you can continue you fishing which is 100% false. You can keep one possession limit and that includes what you may consume while away before you have to return to your residence. That is right from DFO's mouth......or email.

I saw his boat going over from Tsawassen terminal back in June I think it was. Sounds like it had been over there for a while.
