Looks like it was a raffle for one of the most coveted tags around. And then hired an outfitter to make sure he got the best chance to maximize this one of a life time opportunity. good on him!

You can't blame people for speculating. I too, didn't know that Pennsylvania was a hot spot for exceptionally large elk. Like New York having more Whitetail than all of BC. Maybe like Newfoundland with moose. No Indians killing whatever they want.
